Extensions can be mapped to their own dial plans
For security, cost, accounting reasons, each extension could be configured to use its own dial plan OR a group dial plan.
A dial plan is very powerful and it could be configured in such a way that it only allows certain calls or blocks calls.
e.g. Block all calls to mobile phones
